Supervising Plan Review Specialist

Supervising Plan Review Specialist positions direct, supervise, and assist with the work of Plan Review Specialists in a fast-paced, high-volume customer service environment; interpret codes and policies; plan and prioritize work schedules; provide training and evaluate work performance; prepare reports and correspondence; develop policies and procedures; provide information to the public; and resolve conflicts; review building construction plans for single family residences and duplexes for compliance with the California Residential Code of Regulations, Green Building Code, Title 24 Energy Conservation Codes, water/sewer requirements, and perform other duties related to combined review; review and evaluate plans for completeness, determine the appropriate review and approval processes, assess fees, set up projects for review, and act as the single point of contact for the customer during the review, approval, and inspection processes, and perform other duties related to the submittal and issuance process; review building construction plans for compliance with zoning regulations, provide development permit information in-person, over-the-phone, and via the internet, and perform other duties related to zoning review; issue permits; and perform other duties as assigned.
 
NOTES:

Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases: 

  • 4% effective 7/1/24 
  • 2% effective 1/1/25  
  • 5% effective 7/1/25 

There are three Sections within the Development Services Department covered by the Plan Review Specialist positions: Combined Plan Review Section, Submitted Project Processing Section, and Zoning Plan Review Section.

 

MINIMUM REQUIREMENTS
 
EXPERIENCE: You must meet ONE of the following options:

  1. One year of full-time experience performing plan review using the policies and regulations of the California Residential Code of Regulations, Green Building Code, Title 24 Energy Conservation, Electrical, Mechanical, Plumbing, and/or Land Development Codes (zoning regulations) at a level equivalent to a Plan Review Specialist IV with the City of San Diego (a position that performs plans review and leads the work and assists in the training of staff who review building construction plans for single family residences and duplexes for compliance with the California Residential Code of Regulations, Green Building Code, and Title 24 Energy Conservation Codes; reviews all building plans for water/sewer or zoning requirements; explains and interprets applicable codes and requirements to developers, architects, and the public; reviews and evaluates plans for completeness; determines the appropriate review and approval processes; assesses fees; sets up projects for review, approval, and inspection; and acts as the single point of contact for the customer during the review, approval, and inspection processes).
  2. Two years of full-time experience performing plan review using the policies and regulations of the California Residential Code of Regulations, Green Building Code, Title 24 Energy Conservation, Electrical, Mechanical, Plumbing, and/or Land Development Codes (zoning regulations) at a level equivalent to a Plan Review Specialist III with the City of San Diego (a position that reviews building construction plans for single-family residences and duplexes for compliance with the California Residential Code of Regulations, Green Building Code, and Title 24 Energy Conservation Codes; reviews all building plans for water/sewer or zoning requirements; explains and interprets applicable codes and requirements to developers, architects, and the public; reviews and evaluates plans for completeness; determines the appropriate review and approval processes; assesses fees; sets up projects for review, approval, and inspection; and acts as the single point of contact for the customer during the review, approval, and inspection processes).


LICENSE: A valid California Class C Driver License may be required at the time of hire.
