The Division of Public Health has is seeking candidates for the position of Technical Records Specialist 3 in the Bureau of Vital Records and Health Statistics office in downtown Boise. The Bureau is the official custodian of confidential certificates of birth, death, stillbirth, miscarriage, marriage and divorce events that occur in the State of Idaho.

If you have an eye for detail, possess exemplary supervisor, customer service and organization skills, enjoy keeping busy and like helping others we would like to meet you! This position on the Legal Amendments unit will directly supervise 4 members of the team and serve as the unit leader when the supervisor is unavailable. This team processes changes to certificates in accordance with Idaho law and administrative rule and manages several registries. Work experience with law firms, court documents, or state and local government is desirable.

EXAMPLE OF DUTIES:

 

  • Review and analyze documents to ensure accuracy and compliance with Idaho law and rule.
  • Collaborate with others including attorneys, court clerks, and government personnel.
  • Hire, train, assign work, and manage the performance of direct reports.
  • Assist the Bureau, DHW staff and members of the public as subject matter expert.
  • Process correspondence/mail.
  • Correspond with multiple legal entities.
  • Create and maintain correspondence files.
  • Correct or reject incomplete or erroneously submitted documents.
  • Compose letters to address and resolve issues.
  • Manage incoming and outgoing calls.
     

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Some knowledge of supervisory practices. Typically gained by completion of college coursework or workshops (of at least one day) specifically covering supervisory practices OR lead work or team leader experience that formally involved giving work assignments, providing direction to employees, and monitoring/evaluating the work of others. (Such experience on a fill-in basis is non-qualifying unless for a period equivalent to a minimum of three or more consecutive months.)
  • Experience with records management.  Typically gained by at least two or more years of work experience using record management systems that included paper records, financial records or digital records.
  • Experience interpreting, applying or explaining state or federal laws, rules, and policies.  Typically gained by at least one year of work experience with responsibility for reviewing documents or actions for compliance with laws, regulations, and/or policies OR through explaining to other how laws, regulations, or policies apply to specific situations.
  • Experience performing extensive research and analysis of complex or technical material to ensure compliance with laws and to resolve issues. Complex technical materials may include: court orders, contracts, ownership, deeds, trusts, and/or tax returns.  Typically gained by at least one year of experience performing extensive research and analysis of complex or technical material requiring in-depth program knowledge in order to determine if requirements were met and if they complied with established laws and/or policies. Research must have included contacting a variety of sources both inside and outside the organization to collect, obtain, and verify information and determine the appropriate course of action.
  • Experience creating correspondence and documents using word processing software.  Typically gained by at least one year of experience preparing a variety of business correspondence/documents.
