Position Overview

The Illinois Department of Children and Family Services is seeking a very detailed, organized, professional, and results oriented individual to serve as Statewide Marketing and Community Relations Administrator. Under administrative direction, this position will plan, develop, and manage statewide marketing, communications, and community relations programs for the Department of Children and Family Services. The position will develop and implement necessary marketing contacts and evaluate vendor activities, establishing long-range goals and objectives for public education and Departmental initiatives. This position will also develop and maintain cooperative working relationships within the Department and with purchase of service providers to facilitate effective marketing, communications, and community relations efforts and initiatives. Additionally, the position will serve as liaison with various internal and external entities to develop strategic programs, events, and supplemental initiatives for boards and commissions. Finally, this position will manage and attend events, such as foster family picnics, foster parent recruitment efforts at the Illinois State Fair and DuQuoin State Fair, and other events promoting DCFS programs and services, while managing internal and external public relations, including outreach, newsletters, brochures, and fliers. The position will utilize Spanish speaking skills in the performance of duties. Job Responsibilities

1. Serves as Statewide Marketing and Community Relations Administrator.

2.  Proposes and develops new initiatives to facilitate positive public relations for the Department.

3.  Serves as liaison with various internal and external entities to develop strategic programs, events, and supplemental initiatives for boards  and commissions. 

4.  Manages and attends events, such as foster family picnics, foster parent recruitment efforts at the Illinois State Fair and  DuQuoin State Fair, and other events promoting DCFS programs and services. 

5.  Translates and interprets, both orally and in writing, for Spanish speaking clients regarding services available.

6.  Attends board meetings as requested.

7.  Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

  

 

Minimum Qualifications

1.  Requires knowledge, skill, and mental development equivalent to completion of four years of college.

2. Requires three years of progressively responsible administrative experience in a public or business organization. 

3.  Requires the ability to speak and write Spanish at a colloquial skill level. 

 

Specialized Skills:  Of the previously noted years of experience, requires that the experience involve professional experience in communications, marketing, or conducting special events for a public or business organization; requires 2 years of experience utilizing the Associated Press (AP) writing style in the composition of materials for a public or business organization.       

  

Preferred Qualifications

1.  5 years of professional experience in communications or marketing in a public or business organization. 

2.  3 years of experience utilizing the Associated Press writing style in the composition of materials for a public or business organization. 

3.  3 years of professional experience in the management or implementation of a marketing plan for a public or business organization.

4.  3 years of experience in board management or legislative affairs for a public or business organization.

5.  3 years of professional experience planning, organizing, and conducting special events for a public or business organization. 

6.  Completion of a bachelor’s degree in communications, marketing, business, or public administration.

 

Conditions of Employment

1.  Requires the ability to pass a background check.

2.  Requires ability to travel in the performance of duties, with overnight stays as appropriate.  Requires appropriate, valid driver’s license.

3. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime, including scheduled, unscheduled, or last-minute overtime.  This requires the ability to work evenings and weekends.
