Administrative Services Manager II - Limited Service
The DCF Grants and Contracts Unit is currently hiring for a Sr. Grants and Contracts Manager to help support and supervise unit staff as well as develop and manage some of the most complex procurements and agreements (grants, contracts, and MOUs) with internal and external partners that support DCF's initiatives at the Department and Division levels (Child Development Division, Disability Determination Services, Economic Services Division, Family Services Division, and Office of Child Support). Responsible for the mentoring of the unit's Grants and Contract Managers (GCM) in the centralized Grants and Contracts Unit within the Business Office, this position will be the "go to" for the GCMs' questions and needs. This position will also work closely with the Unit's Directors to develop, maintain, and improve resources to provide the full range of services required to ensure agreements are created timely, efficiently, and legally sound.
The successful candidate will have experience with supervising and be a strengths-based leader with knowledge and expertise in outcomes-based contracting, financial monitoring, performance measure development and monitoring, systems development, change management, Uniform Guidance, the Agency of Administration's Bulletins 3.5 and 5, Subrecipient monitoring, Results-Based Accountability, Excel, VISION, state and federal compliance regulations and policies, and the programs of the Department for Children and Families. Experience creating and implementing trainings, developing monitoring and reporting tools, and reviewing State Plans are a plus.
