ODNR owns and manages state parks, state forests, state nature preserves and wildlife areas. We license all hunting, fishing and watercraft; oversee and permit all mineral extraction, monitor dam safety, manage water resources and serve as the second largest Law Enforcement presence in the State of Ohio.
We are accepting applications for a Senior Financial Analyst within the Division of Mineral Resources Management headquartered at Fountain Square, assigned to Franklin county. What you will do:
- Administer fiscal aspects of federal grants for the Abandoned Mine Lands, Coal, and Mine Safety Programs.
- Collaborate with program and fiscal staff to assemble grant applications, prepare budgets, complete regular reports (monthly, quarterly, and yearly), closes out applications at end of grant process and coordinates cash drawdowns.
- Provide assistance to program managers, fiscal staff, senior management, and federal program managers for grant funding, requirements, and processes.
- Independently research & analyze complex information to resolve errors, modify data, &/or determine appropriate action.
- Perform duties to assist with operating the division fiscal office (purchasing, accounts payable, revenue, escrow agreements, inventory, monitoring expenditures and revenue, completing chart field requests, forecasting & trend analysis of existing & expected funds).

Qualifications
Completion of a graduate core program in business administration, accounting, finance or related field AND 6 months of experience or 6 months of training in accounting and/or finance to include an advanced level of experience in spreadsheet software.
-OR completion of an undergraduate core program in business administration, accounting, finance or related field AND 18 months of experience or 18 months of training in accounting and/or finance to include an advanced level of experience in spreadsheet software.
-OR 42 months of experience or 42 months of training in accounting and/or finance to include an advanced level of experience in spreadsheet software.
-OR 12 months of experience as Financial Analyst, 66562.
-OR equivalent of Minimum Class Qualifications for Employment noted above.
NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
Knowledge of: Purchasing*; Enterprise Resource Planning Systems (Ohio Administrative Knowledge System [OAKS-FIN]) &/or federal accounting systems*; budgeting; accounting; agency policies & procedures (department, division, fiscal)*; government structure & process (federal, state, local)*; law (state/federal laws, rules, procedures & standards governing fiscal operations, Ohio Revised Code [ORC] 1503.02, Ohio Administrative Code [OAC] 1501)*. Skilled in: word processing (Microsoft Office – Outlook, Excel, Access, OAKS FIN*, COGNOS Business Intelligence (BI)*); equipment operation (calculator, computer, multipurpose work centers, tablets, electronic devices, cell phone). Ability to: define problems, collect data & analyze data, establish facts & draw valid conclusions; deal with many variables & determine specific action (e.g., identifies errors and makes corrections, reviews production reports and makes recommendations); calculate fractions, decimals & percentages; use proper research methods in gathering data; gather, collate & classify information about data, people or things; collaborate with co-workers on group projects &/or respond to confidential & sensitive inquiries from employees, public & government officials; prepare &/or edit financial reports, records &/or correspondence; concentrate with attention to detail.
