IT Specialist - IT Infrastructure Division (ITID)

Locations: Washington, DC; Huntsville, AL; Pocatello, ID; and Clarksburg, WV (Please be sure to specify location preference)

Salary: Salary shown is the BASE SALARY for the grade level.  Appropriate locality pay will be applied according to the location of the official duty station.

The Information Technology (IT) field includes positions from a wide range of functional areas, including, but not limited to:

Your application will be reviewed to fill vacancies in the following units: 

  • International Services Unit (ISU)
  • Mobility Program Office (MPO)
  • Identity Credential Access Management Office (ICAMO)
  • Enterprise Infrastructure Services Unit (EISU)
  • National Capital Region Services Unit (NCRSU)
  • Redstone Customer Experience Unit (RCXU)

In order to recruit and retain highly qualified candidates, selectees may be eligible for a recruitment incentive. Prior to receiving a recruitment incentive, an employee must sign a written agreement to complete a specific period of employment with the FBI at the new duty station.  

Major Duties:

GS-7 

  • Perform routine system diagnostics and analyze any potential problems or issues.
  • Provided routine support regarding administrative and/or technical matters related to IT programs and/or services.
  • Implement software upgrades and changes according to assigned change requests.

GS-9 (In-addition to the above):

  • Diagnose and resolve mobile and/or system problems by analyzing a variety of conditions, problems and issues regarding hardware, software, and networks.
  • Configure, install, repair, and maintain computer desktops, mobile devices and operating systems.
  • Conduct preliminary analysis of current systems to determine the feasibility of new or automated IT to resolve the issues.

GS-11 (In-addition to the above):

  • Make decisions regarding repair or replacement of various system components and coordinate with IT solver groups on the resolution of IT equipment issues.
  • Provide IT support during operational activities such as critical missions, command posts and other crisis situations ensuring that IT equipment is available and properly functioning
  • Install hardware and software; troubleshoot issues by running diagnostics, documenting problems and resolutions, and assessing impacts of issues/solutions.

GS-12 (In-addition to the above):

  • Serve as point of contact of user complaints concerning computer malfunctions; analyzing and troubleshooting error conditions of varying complexity.
  • Maintain and update inventory of computer equipment and identify their configuration and location within the office.
  • Study, analyze and develop work measurement and other statistical methods to arrive at quantitative data necessary for analysis to improve accuracy, timeliness and validity of various services.

GS-13 (In-addition to the above):

  • Serve as Team Leader on large and complex projects, as required.
  • Serve as a liaison with internal and external IT groups and others, such as, but not limited to: Servers, Networking, Engineering, Facilities, Security, and Customers. 
  • Provide advice and guidance to management regarding technical issues which pertain to the planning, designing, developing, procuring, implementing, operating and maintaining of the organization's IT systems.
  • Provides technical support to all levels of personnel concerning the implementation and daily operations of the computer systems and individual microcomputer functions.

Qualifications and Evaluations

Specialized Experience (SE):

GS-07: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-05 grade level. SE is defined as follows:

  • Experience applying standard troubleshooting methods to assist in maintaining IT systems.
  • Experience performing routine system diagnostics and analyzing potential problems or issues.

GS-09: In addition to the above, applicant must possess at least one (1) year of SE equivalent to the GS-07 grade level. SE is defined as follows:

  • Experience supporting the development of various IT applications and software, providing testing support and offering recommendations regarding potential enhancements.
  • Experience collaborating with product owners, business analysts, designers, developers, and architects.

GS-11: In addition to the above, applicant must possess at least one (1) year of SE equivalent to the GS-09 grade level. SE is defined as follows:

  • Experience providing advice to various levels of personnel regarding administrative and technical matters related to IT programs and/or services.
  • Experience providing testing support and offering recommendations regarding potential enhancements and/or incident resolution/remediation.
  • Experience assisting end-users in a variety of subject matter fields; deciding which processes to automate; how to select equipment and software; how to use available technology and resources.

GS-12: In addition to the above, applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE is defined as follows:

  • Experience providing information, guidance, and instruction on the use of desktop computer hardware and software products; as well as mainframe applications and systems.
  • Experience reviewing operational needs to detect, diagnose, and resolve significant problems or error conditions relating to computer or related IT products and services.
  • Experience preparing presentations, formal and informal reports, correspondences, briefings, and charts to distribute throughout an organization.

GS-13: In addition to the above, applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:

  • Experience providing expert advice and guidance to management regarding technical issues which pertain to the planning, designing, developing, procuring, implementing, operating and maintaining of the organization's IT systems.
  • Experience leading a team-based environment of technical personnel in complex and mission critical projects.
  • Experience managing and successfully completing complex IT projects.

Desired Skills

Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.

Desired Skills are experience and/or knowledge with one or more of the following:

  • TEMPEST Certification
  • Microsoft O365 Platform including OneDrive
  • International Liaison Experience
  • AWS and other Cloud Technologies
  • Jira/Service Manager Ticketing Software
  • Riverbed Edge Appliance Troubleshooting and Maintenance
  • TACLANE Troubleshooting and Maintenance
  • Agile SAFe 

Education 

Education may be substituted for SE, and all degrees must be from an accredited college or university. Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States. Transcripts are required when qualifying based on education.

Degree(s) must be in one of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-7: Applicant must have a bachelor's degree with superior academic achievement or one (1) full year of graduate level education. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.

GS-9: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

Education may NOT be substituted for specialized experience at the GS-12 or GS-13 levels.
