Computer Scientist - GS 7/9/11/12/13/14

Position: Computer Scientist, GS-07/09/11/12/13/14

Division: Counterterrorism Division

Location: Huntsville, AL; Washington D.C.

Major Duties:

  • Develop bespoke capabilities, tools, and analytics needed to conduct the FBI's counterterrorism mission
  • Partner with mission teams to build automation capabilities, exploit data, and provide technical support
  • Perform design analysis, testing, documentation, and implementation of complex computer programs and secure databases
  • Apply both theoretical and application oriented computer science methodologies
  • Conduct requirement elicitations and analyses for improving the design of existing tools and gathering needs for new capabilities
  • Create tailored data visualizations from disparate enterprise data repositories
  • Advise on and review designs of other application projects
  • Develop and extend cost methods for the purpose of support comparisons

Positive Education Requirement 

This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts at the time of application submission. Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.


BASIC REQUIREMENTS: All applicants must have a bachelor's degree in Computer Science or bachelor's degree with 30 semester hours in combination of mathematics, statistics, AND computer science (15 of the 30 semester hours MUST have been in any combination of statistics and mathematics that included differential and integral calculus). Courses designed to provide an introduction to computer science techniques and methodologies are acceptable; courses in teaching elementary, business or shop mathematics are NOT acceptable.
 

Specialized Experience (SE):

GS 7: Applicants must have one (1) year of SE equivalent to the GS 5 grade level. SE is defined as follows:

• Conducted research to support feasibility analysis and requirements studies related to data processing.
• Provided support to higher level employees who are conducting design analysis, testing, documentation, and/or implementation of computer programs and secure databases.
• Assisted with the investigation of new tools and techniques for implementation at an organization.
 

GS 9:  Applicants must have one (1) year of SE equivalent to the GS 7 grade level. SE is defined as follows:
• Assisted with feasibility analysis and requirement studies related to data processing.
• Assisted with the design analysis, testing, and documentation of computer programs or secure databases.
• Assisted with the development of problem-oriented or nonprocedural languages.
• Assisted with the investigation of new tools and techniques for implementation at an organization.
• Assisted with analyzing processes to be automated.
 

GS 11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS 9 grade level. SE is defined as follows:
• Participated in feasibility analysis and requirements studies related to data processing.
• Participated in design analysis, testing, documentation, or implementation of computer programs or secure databases.
• Participated in the development of problem-oriented or nonprocedural languages.
• Participated in the investigation of new tools and techniques for implementation at an organization.
• Assisted with analyzing processes to be automated.
 

GS 12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS 11 grade level. SE is defined as follows:
• Participated in feasibility analysis and requirements studies related to data processing.
• Participated in design analysis, testing, documentation, and implementation of computer programs or secure databases.
• Participated in the identification, evaluation, and/or development of systems development non-procedural languages.
• Investigated new tools and techniques for implementation at an organization.
• Analyzed processes to be automated.
 

GS 13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS 12 grade level. SE is defined as follows:
• Evaluated, designed, and developed methods to store, manipulate, transfer, and/or present information.
• Performed feasibility analysis and requirement studies by investigating new techniques related to database designs.
• Performed design analysis, testing, documentation, and implementation of complex computer programs and secure databases.
• Identified, analyzed, and recommend new technologies for inclusion or adoption to support an organization.
• Identified, evaluated, and/or developed new tools and techniques to be used among computer programmers and analysts at an organization.
 

GS 14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS 13 grade level. SE is defined as follows:
• Determined feasibility and applicability of methodological advances in computer science for an organization.
• Designed, developed, and implemented new information processing models, representations, and methodologies to solve administrative, investigative, law enforcement, and system requirements.
• Formulated and developed computer science policy and standards.
• Maintained liaison with external organizations to ensure the incumbent's organization has the most up to date capabilities.
• Analyzed advances in analytic methodologies to evaluate computer science foundations and functional requirements of an organization.

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS-7: Applicant must have a bachelor’s degree with superior academic achievement or one (1) full year of graduate level education.  Superior academic achievement is the completion of all the requirements of a bachelor’s degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.

GS-9: Applicant must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
