Supervisory Accountant (GS-15)

Duties

Manages, plans, implements, monitors, evaluates, and operates the Joint Defense Accounting Center by providing professional accounting knowledge and expertise in appropriation law, accounting principles, practices, techniques and systems.

The employee is responsible for initial conception of the work to be undertaken within a broad program area and for the funds and resources expended in accomplishing the work.

Serves as a DFAS senior expert on systems aspects and strategies related to Enterprise Resource Planning (ERP), providing authoritative advice and resolution of major problems that arise in meeting the customers' expectations.

Participates in management planning, policy and decision-making sessions regarding legislative changes, technological improvements, and changes in governmental policies and procedures involving important resource management issues.

Maintains liaison with top management officials within Department of Defense (DoD), DFAS, and other executive branch agencies and the private sector to identify program requirements and management needs, and to discuss agency proposals regarding new or revised systems.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements.

This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:

(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR

(2) Candidates may also qualify through a combination of education and experience: At least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

One year of specialized experience equivalent to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to the GS-14 if outside the Federal service.

Specialized experience is defined as: Developing and implementing corporate-level policies and programs designed to improve the accuracy and utility of accounting or financial statements or reports; AND serving as a senior expert and consultant to top agency management officials to advise on accounting and reporting requirements. This experience must demonstrate a mastery of applying professional accounting proficiency to comprehensively plan and coordinate finance and accounting functions, operations, teams and interfacing systems that encompass both staff and technical accounting operations.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
