Environmental Specialist 3 (In-Training)

Keeping Washington Clean and Evergreen

The Office of Columbia River (OCR) within the Department of Ecology is looking to fill an OCR Metering/Water Rights Tracking System Coordinator (Environmental Specialist 3) (In-Training) position. This position is located in our Central Region Office (CRO) in Union Gap, WA. Upon hire, you must live within a commutable distance from the duty station.

In this role, you will work with a creative group of people who are passionate about water in Washington State. You will learn how to operate and maintain multiple databases, which are crucial to the management and the enforcement of water rights on the Columbia River. You will also become a part of a team that is crucial to the creation of new supplies of water on the Columbia River for people, farms, and fish.

Program Mission: The mission of the Office of Columbia River (OCR) is to aggressively pursue the development of new water supplies for instream and out-of-stream uses.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is eligible to telework two to three days per week. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules.

Duties


What makes this role unique? 
In this position, you will untangle complicated situations involving multiple overlapping water rights and enter the data into the appropriate databases. There is opportunity to travel throughout Eastern Washington providing technical assistance on water rights and metering with other Ecology team members and with other stakeholders. This is a unique role in which you will have some involvement in the vast majority of permitting decisions moving though the Office of Columbia River (OCR).

What you will do: 

  • Receive, organize and enter metering information into the Department of Ecology’s Metering Database. 
  • Follow up with water rights users with inquiries about their metering submissions, with possible enforcement actions to follow.
  • Intake water rights applications for the OCR.
  • Enter and maintain water rights file information into the Water Rights Tracking System (WRTS).
  • Issue new mitigated water rights from water sources on the Columbia River.
  • Answer water rights questions from the public, applicants, and to local governments.

Qualifications

This is an In-Training opportunity: The goal class for this position is an Environmental Specialist 3 (ES3). We will consider applicants who meet the requirements at the ES2 and ES3 levels. If the finalist meets the requirements at the ES2 level, they will be hired at that level and will be placed in a training program to become an ES3 within a specified period of time.

Required Qualifications
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

At the Environmental Specialist 2 level: Range 45 ($3,650 - $4,777 per month)
Five (5) years of combined experience and / or education:
 
Experience: In environmental analysis or control or environmental planning.

Education: Involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

All experience and education combinations that meet the requirements for this position:
 

OR
One year of experience as an Environmental Specialist 1, at the Department of Ecology.


At the Environmental Specialist 3 level: Range 49 ($4,013 - $5,268 per month)
Six (6) years of combined experience and / or education:
 
Experience: In environmental analysis or control or environmental planning.
 
Education: Involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

All experience and education combinations that meet the requirements for this position:
 

OR
One year of experience as an Environmental Specialist 2, at the Department of Ecology.

Special Requirements/Conditions of Employment: 
Must possess and maintain a valid driver’s license.

Desired Qualifications:

  • Working knowledge of database development, use, and administration.
  • Ability to understand and map legal descriptions.
  • Knowledge and experience in water resources is desired.
