IT Specialist (Application Software) GS-7/9/11

Duties

Performs feasibility studies and analyzes information requirements in order to develop or modify new and improved automated information systems to meet user requirements.

Reviews proposals for systems changes, which consist of objectives, scope, and users? expectations.

Analyzes data and prepares a project synopsis which compares alternatives in terms of cost, time, necessary equipment, and staff.

Performs in-depth analysis of automated and manual systems to accomplish design assignments.

Prepares programming specifications. Specifies inputs and outputs, appropriate data structure, module interface plans, detailed layout of files, and test plans.

Designs the physical structure of required databases considering factors such as access methods, frequency of access storage media, data volatility, search strategies to be employed.

Qualifications

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
  • Attention to Detail -experience reviewing my own information technology-related work or data to ensure accuracy, completeness, and consistency with standards. My work or the data that I produce is typically reviewed by my supervisor or another colleague
  • Customer Service - experience having brief contact with customers to provide information about available information technology products and services and providing customers with standard products or routine services to address information technology needs
  • Oral Communication - experience informing my supervisor and other IT staff of the status of information technology systems, projects, or daily operations, including the status of information technology systems, projects, or daily operations, including the communication of basic technical information to a non-technical audience
  • Problem Solving - identifying or selecting from a number of alternatives to address routine information technology-related issues by gathering and applying information from standard sources that provide a limited number of solutions

In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade in the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience for each grade level is described as follows:

For entry at the GS-7 grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-05 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
  • Specialized experience is defined as: Analyzing and refining systems requirements; applying basic IT principles and practices to provide SQL and basic Web software development (such as javascript, html) support; providing input to design specifications, testing plans, and issue resolution of an automated systems.

For entry at the GS-9 grade level, applicants must minimally have:
One year of specialized experience equivalent to the GS-07 grade level in the federal service performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems processing and operations.
  • Specialized experience is defined as: Assisting senior level programmers in the design, development and maintenance of web-based applications using beginner Java skills; assessing technical systems requirements submitted by customers; providing assistance in the design specifications, testing plans, and issue resolution of a financial system.

For entry at the GS-11 grade level, applicants must minimally have:
One year of specialized experience equivalent to the GS-09 grade level in the federal service performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations.
  • Specialized experience is defined as: Translating systems requirements into applications prototypes; using intermediate Java skills to program software and systems changes for automated information systems; providing system analysis, design, coding, testing and implementation of software financial systems; performing in-depth analysis of automated and manual systems.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


Education


GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
