Program and Systems Intern

MOCS is the City's oversight and service agency that is dedicated to optimizing existing operations and transforming processes to make it easier to do business with the City. MOCS works with agencies, vendors, and providers to ensure that the contracting process is fair, efficient, transparent, and cost effective to the City.

The Procurement Operations division at MOCS comprises of various units that work alongside mayoral agencies to ensure that they are conducting procurement activities in a fair and efficient manner, in accordance with the City's Procurement Policy Board rules and other applicable laws. This division is also responsible for managing the City's PASSPort system, which is an end-to-end procurement tool that allows agency buyers, vendors, and oversight agencies to complete each step of the procurement process.
 
The Projects and Systems unit exists to translate city procurement policy and rules to practice within the PASSPort system. This often includes maintaining updated data within PASSPort, as well as testing the system to insure that it is providing useful functionality for users. The unit also mediates issues within the PASSPort system reported by user agencies, vendors, and internal analysts.

Responsibilities include the following:
 • Become familiar with the rules applicable to the City's procurement process
 • Prepare memos and presentations for communicating procurement and PASSPort policy and functionality for stakeholders
 • Review agency and vendor procurement and PASSPort issues for quality and validity
 • Create and edit agency-facing guidance on usage of the PASSPort system

As of May of the internship year, the prospective intern must be a student matriculated in a college or be a recent college graduate. This internship is best suited to those applicants that are studying in a field related to business, government, or public administration. Additionally, they should have the following skills:
 
• Be very detail-oriented and able to write effectively
• Must have strong presentation skills
• Should prioritize collaborative and innovative problem-solving
• Be comfortable working within Microsoft Excel
• Experience working in local government is a plus

Internship schedule is M-F, 9-5 (on-site, remote, hybrid), June 2022 - August 2022. Internship is open to recently graduated, undergraduate and graduate applicants for a maximum of 13 weeks.
