Primary Purpose
To assist facility personnel with activities relating to environmental, health, safety and compliance matters, and to provide staff assistance to management in compliance and other designated support programs, such as ISO 9001, or corporate initiatives related to EHS. This position is intended to support managerial conformity with permits, applicable regulatory requirements, and internal policies and practices.
Essential Functions and Responsibilities
  • Ensures Health & Safety is the number one goal by following policies, processes, and acting in a safe manner at all times.
  • Audits various work sites to ensure compliance with safety, health and environmental requirements and governmental regulations; recommends and monitors corrective actions.
  • Provides technical assistance to assist Company managers in controlling losses from injuries, liabilities and property losses; develops policies and procedures to ensure compliance with new standards and safety practices.
  • Manages incident investigations; assists when appropriate; ensures completion of necessary paperwork.
  • Represents the Company with OSHA, the EPA, the DOT and other regulatory officials regarding permitting, violations, inspections as requested.
  • Assists in the development of location budget for EHS needs and monitors budget for assigned areas to ensure adherence.
  • Oversee the operation of the facility for conformance with permit terms and conditions and applicable regulations. Ensure appropriate sampling and analysis is performed in accordance with permit and company requirements. Maintain all permit-required records in a format and location suitable for external review
  • Perform and/or coordinate the health, safety and environmental training of all on-site personnel appropriate to their job duties. Conduct facility orientation training for new hires, temporary workers, and contractors. Maintain documentation of training in a format and location suitable for external review.
  • Maintain adequate supplies of PPE for the activities being performed, and monitor PPE usage by employees, temporary workers, and contractors.
  • Prepare periodic reports to appropriate regulatory agencies (e.g., biennial reports, Tier II and Form R reports, sewer and storm water reports, air emission inventories, periodic hazardous waste reports, etc.). Maintain documentation in a format and location suitable for external review.
  • Assist in effective responses to emergency situations, including timely notification of reportable incidents, response actions, removal of residues, and documentation efforts.
  • Assist in incident and near-miss investigations, identifying root and contributing causes, develop documentation, coordinate corrective measures and follow up action.
  • Maintain statistical safety information such as recordable and lost time injury rates. Maintain OSHA logs. Coordinate with corporate human resources on workers compensation and early return to work programs.
  • Assist management in the performance and completion of process hazard evaluations, and in the completion of HAZOP and audit action items.
  • Periodically review housekeeping, security, general facility appearance, facility records, and operations, making specific recommendations to facility management.
  • Conduct periodic evaluations and inspections (formal and informal) with respect to safety, health, environmental and compliance, making recommendations for improvements as necessary.
  • Coordinate facility compliance with corporate medical surveillance and substance abuse programs.
  • Interact with corporate compliance and human resources to ensure timely and effective distribution of information between facility and corporate management and vice-versa. Assist in implementation of corporate compliance policies and programs, including completion of audit action items.
  • Achieve a high degree of working knowledge of permit terms and conditions, and applicable regulatory provisions relating to health, safety, and environmental compliance. Review Heritage compliance programs and policies and monitor conformance with same. Interact with facility and corporate management on regulatory initiatives and issues of concern, in a problem-solving manner.
  • Serve as technical resource and mentor for facility employees associated with EHS matters.
  • Represent the company as part of regulatory inquiries, regulatory inspections, and customer audits.

Education: Education: Four year college degree required; science, engineering or safety preferred.
Experience: Minimum 3 years experience working in EHS related programs required. Hazardous waste experience strongly preferred
Knowledge and Abilities: Thorough knowledge and understanding of all federal, state, and local laws and regulations pertaining to the environmental services industry. Good organizational skills. Regular and predictable attendance is an essential function of this job.
A post offer drug screen will be required.
